    Job Title: Project Manager

    Department: PMO

    Location: ITC Riyadh

    Reporting to: General Manager

    Responsible for: Deputy Project Manager/Construction Manager/Project Control Manager/Technical Office Manager

    Job Summary:

    The Project Manager holds the responsibility to direct, manage and lead the PMC (Project Management

    Consultant) team and successfully deliver a program/project as defined by the client.

    He is the main communication link with the Client Project Manager to whom he is accountable and other key

    stakeholders. He will set the overall strategy for the PMC team and will also be the prime contact with the

    EPC Contractors' senior managers and also Italconsult's senior management. He will advise the Branch and

    Commercial Managers on strategic business development opportunities from his existing client. He will also

    input to the development of the Branch business plan.

    As part of the senior management team, the incumbent holds the responsibility to liaise and coordinate with

    the Branch Manager and the rest of the senior management team/peers with all matters related to

    operational, contractual, implementation, construction, administration, logistics, etc. issues required for the

    success of the program in accordance with the client expectations and Proger governance framework.

    As part of the senior management team, the incumbent also holds the responsibility of, and with the

    collaboration of the Deputy Project Manager, to champion the setting, monitoring, and reporting of all required

    management reports and KPIs for the program in accordance to the program's procedures, client

    requirement aligned with best practices in the construction industry.

    Key Responsibilities:

  • Directly accountable through the client's Project Manager for Program implementation.
  • Key interface between the project, other programs and the Branch Office – part of the Branch
  • senior management team. Shares lessons with other programs.
  • Build a strong project management leadership team such that delivery tasks can be delegated via
  • controlled reporting lines. Sets the ethos and management approach for the project management team.
  • Provide leadership and guidance to all project team members to ensure effective and efficient flow of work.
  • Chairs relevant monthly and ad-hoc project management team meetings.
  • Leads the development of key performance indicators to measure the overall performance against the program and project goals.
  • Develops policies and procedures to ensure effective, efficient and safe operation.
  • Monitors performance to assure successful delivery of the Key Performance Indicators and client contractual requirements.
  • Controls project organizational positions. Agrees promotions and demotions of the senior team members, in consultation with the Branch Manager.
  • Accountable for program delivering to time and budget as well as expected results for HSE and Client satisfaction.
  • Directs the oversight of the Project plans, as well as ensuring their compliance with client and company's rules and policies
  • With the Italconsult KSA Brach Manager determines resources, targets and constraints. Directs the

    PMC team accordingly reporting regularly on achievement and contingencies.
  • With the Italconsult KSA Brach Manager delivers and monitors Italconsult reputation with the Client.
  • Identifies interactions and management changes necessary to ensure future success of PMC. Sponsors internal change projects
  • Ensure that progress payments to contractors and consultants are properly monitored and

    approved.
  • Identifies resources needed at senior levels and assigns individual responsibilities in consultation

    with the Branch Manager.
  • Reviews deliverables prepared by the Deputy Project Manager before passing to client and/or

    contractor.
  • Advice and provide the PMC Team with client needs and requirements during the project

    developments and ensure its implementations.
  • Identifies priorities and tasks, and develops the necessary measures to assure execution of tasks,

    by providing clear direction on methods, time frame and schedule to achieve the stated goals.
  • Attends Executive meetings and progress meetings.
  • Assures that project legal documents are completed and signed.
  • Engage with the client on any change or where clarification is needed and advice the Client on any

    potential variation to the Contractor's scope of work that may generate cost or time impact and

    presents an assessment.
  • Advises the Client of any foreseen slippage of Progress and proposes corrective actions.
  • Review monthly reports as presented by Contractor, and presents to the Client which includes

    comments of non-compliance, and / or area of concern and corrective actions.
  • Own and oversee the development of the program management execution plan for the design and

    construction of the program. Also oversees development of the master schedule, cost plan,

    QA/QC plan, risk and issue management, document control plan and security safety plan.

    Organize, assemble, and update the Program Management plan with input from departments.
  • Manage and control the performance of the PMC and contractors monitiring closely variation

    orders, payments, and claims.
  • Resolves or escalates major issues and initiates corrective and mitigating actions.
  • Oversee and manage contracts close-outs and final accounts.
  • Works closely with and is fully informed of the Deputy Project Manager's activities on a daily basis.
  • Delegate management tasks as appropriate to the Deputy Project Manager and others in the team.
  • Manages the performance of all PMC Team.
  • Via HR, recruit, coach and integrate senior staff into the program team



    Person Specification – Job Knowledge / Education and Qualifications / Personal Attributes:

    The ideal candidate should hold a bachelor's or master's degree in Civil or Architectural Engineering from

    an internationally recognized university. To be successful at this role, you should have not less than 20

    years of experience in project management with large scale, multi-site development expertise with a

    strong track-record of completion and delivery. Membership of an international project management

    association is preferred but not mandatory. PMP certification is strongly preferred.
