    Job Description:

    Position Overview:


    The Project Testing and Commissioning Manager / Closeout is responsible for the T&C process of completing Parcel 1.16 and ensuring that all appropriate Testing/Witnessing/documental evidence is provided against the Testing and Commissioning Management Plan accepted by the Client.

    Duties include;


    • Develop schedules, plans and procedures for testing based on system needs/ progress with support from engineering and specialists as needed.
    • Guide and direct the troubleshooting of problem issues to keep system and wayside equipment working often using a high degree of ingenuity, resourcefulness, and creativity.
    • Organizes the readiness reviews of the participating units, which are a mandatory preliminary to the systems tests.
    • Serve as primary point of contact with client regarding efforts such as client coordination, strategic planning, scope management, budget finances, subcontracting, project staffing, and schedule attainment.
    • Provide technical instruction, mentoring, guidance about substation systems and electrical power systems to field testing technicians.
    • Assist in recruiting, developing, training, and retaining Department personnel.
    • Ensure that installations are fully functional to contractual specifications.
    • Reviews and approves key startup methods, procedures, and schedules on assigned project(s)
    • Leading and monitoring projects to ensure delivery on time, on budget and to required quality levels.
    • Defining and maintaining standards for successful execution including documentation and metrics related to portfolio, program, and project management.
    • Managing project performance via operational KPIs, monthly reviews and other metrics
    • Supervises, coordinates, and reviews the work of assigned engineers, estimates staffing needs and schedules, and assigns work to meet completion dates.
    • Prepares or directs the preparation of operations manuals, spare parts handover along with end user operational training's.

    Education / Experience:

    • Bachelor's Degree in Engineering from an accredited university
    • 15 years minimum experience in similar projects, 5 years in Managing and Testing and Commissioning processes
    • Experience and background in Mechanical or Electrical Works is preferred.
    • Licensed or authorized IOSH/NEBOSH qualified with Local SBC & International Codes & Standards applications to enforce the T&C Rules & Procedures to provide a safe testing environment.
    • Major Works T&C certification, and Tester in Charge and Functional License Tester
    • Appreciation and awareness of principles and systems testing requirements.
    • Experience of Commissioning of MEP Systems Pumps, District Cooling Plants, Chilled water System, SCADA / PLC Systems, PV Systems, Security System, Fire, Fighting Systems, Fire Alarm System, Plumbing System, Ventilation Systems, UPS, CBS, Power Monitoring System, BMS, Lightning System, Fa ade Lighting System, LCP System, ITC Systems, All type of Integration Systems Etc.
    • Able to work under pressure during intense periods of commissioning.
