    Job Purpose / Objective:

    Plan, organize, control and manage day to day operations and activates of facility and safety management functions and interlink government and regulatory related affairs according to required standards and in coordination with Executive Director and ASSD Director.

    Key Responsibilities / Accountabilities:

    General Administration

    • Manage and support the overall administration, management and delivery of all functions under the domain of FMS e. Maintenance, Safety & Security, and Environmental Services.
    • Develop, implement, administer and modify programs to maintain the physical plant, grounds and equipment of the hospital through effective utilization of personnel and materials.
    • Develop and manage an operational budget and productivity targets including monitoring and controlling inventory and expenses.
    • Monitor compliance to plans, policies, procedures, guidelines, competencies, quality indicators and protocols.
    • Establish job priorities and timeframe for staff according to assigned schedules. Monitor completion of job assignments through frequent field observations and inspection to ensure compliance with standards and instructions as necessary.
    • Determine needs for outside contractors to be involved in projects.
    • Maintain ongoing relationships with all departments and external offices to keep abreast of their service needed and to be able to anticipate problems before they become crisis situations.
    • Maintain appropriate records and statistics for administrative and regulatory purposes.
    • Ensure sufficient resources and staffing are available for the delivery of safe and quality service (e.g., space, equipment, supplies, staffing, and other resources) necessary to optimize patient care.
    • Comply with the standards and regulatory requirement to support, achieve and maintain national and international accreditation and fulfil regulatory and licensing requirements.
    • Maintain records, reports, and statistical data on a daily, weekly, monthly basis as requested by the management.
    • Provide ongoing consultation to all departments.
    • Plan, manage and coordinate day to day catering operations and services as per HMG standards.

    Maintenance Services

    • Establish a computerized preventive maintenance program for repair and maintenance work to maintain the physical plant while minimizing disruption to hospital operations.
    • Schedule and supervise Facility Management and Safety operations activities within HMG including work performed by contractors or subcontractors.
    • Implement and manage the utilities and building management systems management plan including testing and inspection and meeting all regulatory requirements for the buildings.
    • Maintain appropriate documentations of Facility Management and Safety operations schedules, equipment installations, structural repairs and work orders and other operating reports for each HMG location.
    • Supervise and instruct the technicians to maintain all damages in the HMG accommodation and all hospital facilities.

    Safety & Security

    • Manage the safety and security function to ensure the safety and security of patients, staff and HMG property and premises.
    • Liaise with the police and any local municipal and relevant agencies for any issues arising.
    • Oversee environmental safety practices and all safe use of Hazardous Materials, risks assessment, risk management and quality improvement within the premises of the HMG hospital according to National and international standards.
    • Ensure all areas/department are in compliance with related regulations, and implementing precautions or process especially transport and storage of medical waste and hazardous materials.
    • Maintain Material Safety Data Sheet (MSDS) for all hazardous materials used in the facility.

    Environmental Services

    • Responsible for planning, organizing, guiding and monitoring of the overall operation of the housekeeping & laundry sections in accordance with set standards, budget and guidelines along with assuring the highest degree of quality patient care is maintained at all time.
    • Identify and appoint laundry and housekeeping vendors and manage their contract.
    • Establish and maintain the highest standard of cleanliness, hygiene and tidiness within the hospital in the most efficient and cost effective manner.
    • Oversee environmental safety practices and all safe use of hazardous materials, medical waste & disposal management, risks assessment, risk management and quality improvement within the premises of the HMG hospital according to National and international standards.
    • Ensure safe transportation of Hazardous and Medical Waste fulfilling conditions.
    • Ensure all facilities are inspected for signs of pests and remedial actions are taken on time to control pest invasion and ensure safety of employees, patients & residents while performing duties.

    Clinical Engineering

    • Coordinate and support Clinical Engineering activities with clinical engineering for maintenance of biomedical equipment and services.
    • Provide safety testing, maintenance and repair patient care equipment and electronic communications equipment.
    • Follow-up technical difficulties in implementing (PPM) Planned Preventive Maintenance and emergency calls.

    Team Management

    • Plan and organize work schedules and special assignments for staff fairly and effectively ensuring the minimum interference with the work of the department concerned.
    • Ensure staff members participate in quality improvement and patient safety activities and receive training on quality assessment and improvement.
    • Manage team, ensuring that staff are managed, trained, evaluated and motivated to meet the objectives and priorities of the service.
    • Perform other applicable works and duties assigned within the realm of his knowledge, skills and abilities.

    Education/ Professional Qualification:

    Engineering Graduate from recognized university; preferably with certifications in OSHA or equivalent combination of training, education and experience that would provide the required knowledge and abilities.

    Experience:

    At least Five (5) years' experience in the same field. Preferably two (2) years in hospital Facility Management and Safety operations.
