    Position Summary

    :

    Jubail is one of Bechtel's most remarkable achievements—a city built from the sand up, requiring vast resources and logistical planning on an unprecedented scale. It the biggest civil engineering project in modern times—and it's getting bigger. Bechtel has managed the Jubail project, located in the Eastern Province of Saudi Arabia, since it began in the mid-1970s. Bechtel serves as the Management Services Contractor (MSC), or "owner's representative" for our client, the Royal Commission (RC). We are the Engineering, Procurement, and Construction (EPC) managers, managing design submissions from local AE firms, and overseeing the actual construction work being performed by local contractors and sub-contractors in Jubail and Ras-Al-Khair Industrial Cities. In June 2021, Bechtel's contract with the Royal Commission was renewed for another 5 years with work focusing on building new residential communities, iconic buildings/ bridges, major site preparation, commercial buildings, mosques, schools, hospitals, sports facilities, clinics, universities, utility services and infrastructure (electrical sub-stations, lift stations), roads and highways, port & pipeline expansions, and more.

    Major Responsibilities:

    Summary:

    As Client's Representative with signatory authority, the Resident Engineer serves as the contractual point of contact between the Client (Royal Commission) and contractors, proactively engaging and leading contractors to successfully perform, complete and close out contracts. He supervises all activities related to several concurrent construction contracts, as assigned by management. Responsibilities include, but are not limited to, leading his site teams in performing the following:

  • Monitor construction-progress to ensure actual progress meets planned progress and critical milestones. Guide contractors to adjust their production rates, resources, activity-logics and activity–durations on an as-needed basis so as to meet planned progress.
  • Evaluate Contractor's schedules (contract baseline, updates and revisions, 3-week look-ahead schedules, etc.) and contract-time-extension requests, including obtaining & considering input by Construction Department scheduling engineers.
  • Resolve design clarifications and site conditions to facilitate construction progress. This task requires interactions with Engineering & other departments.
  • Review Design change notices (DCN's), obtain price quotes, and lead negotiations to resolve DCN prices, Change orders, resolution of contract time extensions, and contractors' claims.
  • Ensure the Contractor's quality of works complies with contract design and specifications, applicable codes and client standards. Ensure the Contractor adheres to the processes and procedures stated in the approved Quality Control Program.
  • Ensure contractor's compliance with approved safety programs and local safety & security requirements to achieve zero accidents.
  • Ensure timely submittals and reviews of contractors' technical submittals (including shop drawings), especially long-lead items, in compliance with contract requirements. This requires interactions with Engineering and other departments. If necessary, participate in the actual review.
  • Manage contractor's monthly progress invoices by ensuring timely ascertainment of quantities of completed works, verification of BOQ values, and submittal of invoices.
  • Lead and resolve interfaces with other Royal Commission departments and local utilities companies to help secure contractors' work permits and resolve issues.
  • Lead and resolve interfaces between different disciplines within a contract (e.g. between structural, architectural, mechanical, electrical, telecom, etc.)
  • Ensure Contractor's compliance with administrative procedures (e.g. as-built drawings, inspection notices, RFI, NCR, ITP, etc.) as specified in the contract documents or Jubail Management Procedures.
  • Lead weekly / bi-weekly progress meetings and other meetings as-needed. Ensure timely issuance of meeting minutes. Follow up on action-pending items.
  • Provide reports and presentations to upper management and the Client on a routine and as-needed basis.
  • Review drawing and specification packages for new contracts as required by Engineering and other Departments.
  • Participate in pre-bid meetings, site visits and bid evaluations as assigned.
  • Participate in kick-off meetings for the assigned contracts.
  • Participate in the preparation of annual Work Plan (projected annual construction expenditure). Monitor the contractor's monthly expenditures.
  • Supervise Assistant Resident Engineers, field engineers assigned to the contract. Ensure their compliance with reporting requirements. Conduct annual staff performance review.
  • Skills and Qualifications:

    Essential Technical:

  • University Degree in preferably in Civil Engineering or Construction Management with minimum fifteen (15) years' years of construction experience.
  • Technical knowledge of all phases of construction relating to a single discipline interfacing with all areas, or in a multi-discipline position assigned to a single area.
  • Possess sound experience in construction areas as they relate to engineering disciplines, cost and scheduling, conflict resolution and contract administration.
  • Knowledge of project-specific environmental compliance requirements.
  • Essential Behavioral:

  • Be able to review and approve the correspondence, reports, analysis, etc., associated with construction & contract related matters.
  • Provide guidance to the project team on the resolution to the contractual matters and contractor's performance.
  • Preferred Technical:

  • Experience in projects which are Budgeted expenditure driven.
  • Professional Registration or Project Management Institute certification is desirable.
  • A strong understanding of construction means, methods and requirements, including experience reviewing Contractors' submittals, work method statements, safety plans, quality plans and traffic control plans for compliance with contract documents.
  • Have a basic understanding of contract administration, including preparation of correspondence, analysis of claims, and construction negotiation.
  • Experience working overseas, either on Construction Management or Direct Hire Contracts, preferably in the Middle East.
  • Knowledge of the use of subcontracts; knowledge of the contractor/subcontractor's responsibilities contained in subcontract documents.
  • Prior experience supervising and administering subcontractors.
  • Must be strong in construction technical knowledge.
  • Knowledge and understanding of the application and requirements of the Project Environmental, Safety & Health (ES&H) Handbook.
  • Preferred Behavioral:
