    Objective: The Strategic Development Consultant will play a pivotal role in assisting the EQGD in formulating and executing dynamic strategic plans to achieve long-term objectives. The consultant will leverage the EQGD expertise in various strategic methodologies and competencies to guide him through the strategic development process.

    Key Responsibilities:

    Strategic Planning: Lead the development and execution of the strategic plans, ensuring they align with organizational objectives.

    Industry and Market Analysis: Conduct in-depth analysis of EQGD to identify trends, opportunities, and threats.

    SWOT and PESTEL Analysis: Perform SWOT and PESTEL analyses to assess current position/statement and external factors impacting the strategy.

    Methodology Selection: Apply various strategic methodologies, including SWOT, PESTEL, scenario planning, Balanced Scorecard, Blue Ocean Strategy, OKRs, XPP, and CREAM, as appropriate for our unique needs.

    a. PESTEL Analysis: Analysing political, economic, social, technological, environmental, and legal factors affecting the organization's strategy.

    b. Scenario Planning: Developing multiple future scenarios and strategies to address various potential futures using logical framework technics.

    c. Balanced Scorecard: Creating a balanced set of performance metrics in different items (may be financial, stakeholders, org structure, internal processes, and learning/growth perspectives.

    d. Blue Ocean Strategy: Identifying and creating uncontested market spaces rather than competing in existing markets.

    e. OKR (Objectives and Key Results): Setting objectives and measurable key results to drive performance and track progress.

    f. XPP (eXtreme Programming Planning): Leveraging Agile development methodologies to create dynamic and adaptive strategic plans.

    g. CREAM (Customer, Revenue, Efficiency, Advocacy, Market): Focusing on core aspects of activities growth, including customers, revenue, efficiency, advocacy, and market expansion.

    f. And any approved technics to empower the ongoing process and attempt project's targets.

    Data Analysis: Utilize data analysis tools to evaluate performance metrics, international trends, and other critical data.

    Problem-Solving: Address challenges and obstacles throughout the strategic planning process, employing effective problem-solving techniques.

    Change Management: Facilitate the adaptation of new strategies and initiatives within the EQGD, employing change management methodologies.

    Stakeholder Engagement: Engage with internal and external stakeholders, building and maintaining relationships with various parties.

    Leadership and Team Management: Provide leadership to internal teams, effectively managing resources and guiding teams through the strategic planning process.

    Ethical and Professional Standards: Uphold high ethical and professional standards in all consulting activities, adhering to professional codes of ethics.

    Adaptability: Demonstrate flexibility in adapting strategies as required to respond to changing circumstances. the consultant should be adaptable to different EQGD contexts and needs.

    Technology Integration: Leverage technology and data-driven insights to inform and enhance our strategic decision-making process.

    Evaluation and Feedback: Continuously assess the effectiveness of implemented strategies, making adjustments and improvements as necessary.

    Administrative Expertise:

    • Utilize previous administrative experience to streamline the implementation of climate change policies within the existing government framework.
    • Identify administrative challenges and propose solutions to enhance efficiency.

    Qualifications:

    • A minimum of 10 projects of experience in strategic development and implementation consulting.
    • A proven track record of successful strategic planning and execution.
    • Expertise in various strategic methodologies and tools, including SWOT, PESTEL, scenario planning, Balanced Scorecard, Blue Ocean Strategy, OKRs, XPP, logical framing tools, CREAM...
    • Strong analytical and data interpretation skills.
    • Excellent communication, presentation, and interpersonal skills.
    • Proven ability to lead teams and manage resources effectively.
    • Commitment to upholding high ethical and professional standards.
    • Demonstrated experience in governmental administrative positions, preferably in strategic environmental or climate-related departments.
    • Strong knowledge of KSA's governmental structures and administrative processes.

    Evaluation Criteria:

    Shortlisted candidates will be invited to an interview.

    Candidates will be evaluated based on their demonstrated expertise, related qualifications outlined in the ToR, and:

    • Effective communication and interpersonal skills.
    • Problem-solving and critical-thinking abilities.
    • Project management skills, including the ability to meet deadlines and manage multiple tasks simultaneously.
    • Performance in the interview process, including the ability to articulate and discuss past experiences, challenges faced, and strategies employed in the field of environmental performance assessment.

    The evaluation process will prioritize candidates who not only meet the minimum qualifications but also demonstrate a passion for environmental sustainability and a commitment to making a positive impact through their work.
