    ENGIE's Business in KSA, has activities in large scale power generation and water desalination, renewables, energy efficiency, engineering consulting, Facility Management and HVAC and Ventilation. Leveraging on its strong positions, ENGIE in KSA will also grow in gas storage, LNG, and Green H2.

    Context:

    In the new AMEA structure, Procurement wants to strengthen the collaboration and synergies at the country level, at the same time that we ensure the sharing of best practices, compliance with governance and we have efficient processes in place.
    KSA One procurement is part of this new structure where we focus on talent and expertise to complete procurement activities for more than one entity, within KSA, but also contributing to the larger scope of GCC and AMEA.
    Entities Procurement Managers remain responsible for the operational procurement of their entity and they will collaborate and pro-actively contribute to any action identified bringing benefits to their entity and ENGIE and our partners in KSA.

    Purpose of the Job:

  • Manages Procurement across one or more categories within the relevant scope (entities, BUs, Business Line) and ensures high performance.
  • Helps to establish a transversal Procurement strategy within the scope (KSA, UAE, GCC) through involvement in Category Team in AMEA.
  • Manages and coordinates the implementation by operational staff (buyers, procurement officers, specifiers, etc.) of actions from the transversal Procurement strategy for his/her scope, Procurement policies or levers relating to categories for which he/she is responsible, within the framework of the Procurement process.
  • Ensures the application of framework contracts and category Procurement policies for his/her scope and strengthens subsequent performance (savings, cost reductions, supplier performance).
  • Ensures the incorporation of requirements for the scope he/she represents, within the Category Team and suppliers.
  • Reporting to: Head of Procurement KSA

    Key Accountabilities:

    Jointly with Head of Procurement in KSA and the team for GCC & Pakistan, and the entities:

  • Participates in the Category Team overseen by the Category Lead Buyer in AMEA and contributes to analyses (of needs, specifications, regulatory requirements, supplier markets, risks, etc.) and the establishment and implementation of a category strategy by the Category Team.
  • Ensures operational buyers and specifiers within his/her scope take into account the specific business characteristics of his/her entities while devising the category Procurement strategy.
  • Manages supplier relations and the continuous improvement in the performance of major suppliers for his/her scope (formal evaluation of supplier performance based on quality, cost, timing and feedback; establishment of associated progress plans);
  • Contributes to the management of relations with preferred suppliers for his/her category by relaying any information that could affect supplier performance.
  • Manages internal networks of requestors and specifiers so as to ensure the application of the Procurement policy and associated framework contracts.
  • Organises the reporting of savings and performance gains for his/her scope and manages the consolidation of results
  • Seeks savings and performance gains with a view to improving the performance of services provided ü
  • Monitors technological, regulatory, competitive and economic developments that might affect his/her scope (Innovation, etc.).
  • Working within the framework of the supplier policy produced for the Procurement family in question:Based on requirements, identifies the total target cost and establishes tender assessment criteriaIssues three calls for tenders among target suppliers
  • In other cases, manages the whole Procurement process: Based on requirements, identifies the total target cost and establishes tender assessment criteria and the consultation proceduresStudies the market to identify which potential suppliers are to be consultedOrganises the consultationNegotiates the specific terms and conditions of the Procurement with the suppliers. Finalises the choice of supplier with the internal client and approves the wording of the contract
  • Support to new projects:
    Support the business development team in large packages, jointly with central AMEA Procurement. team, for EPC and O&M costing when required (i.e. pricing, suppliers, potential synergies with existing projects etc..)

    Communication of Governance, tools and ad-hoc support
    Contribute to the selection and implementation of country tools required in the organization in line with the country and BU strategy.

    Continuously improve the process: efficiency, tools, training of the team.

  • KSA Procurement managers in all entities (controlled and noncontrolled) and experts within the entities

  • Degree/ Experience:

  • Graduate degree in engineering, economics, or business administration from a reputable university. CIPS level 4 prefered
  • Minimum of 10 years of experience, of which 7 years in procurement.
  • Experience in managing a team
  • Specific Knowledge:

  • Category Management experience either as category manager or as category buyer
  • Tender management & Contracts management
  • Operational Procurement
  • Preparation and conducting negotiations – COMPLEXITY: medium/high.
  • ENGIE Procurement governance, processes, internal controls.
  • Procurement KPIs operational and strategic
  • Skills:

  • Strong autonomy and sense of responsivity.
  • Good Leadership and influence qualities.
  • Team player.
  • Very good analytical skills.
  • Fluent in English
  • Good knowledge of all MS Office applications, especially Excel.
  • ERP systems :Knowledge on SAP E procurement tools (eRFX, eAuction...)
  • Location; Riyadh, frequent travel to Yanbu or Jubail.
