    Job Description and Qualifications

    Purpose
    To provide Electrical project engineering ownership and oversight to ensure the success of the FAITS project for the working and safe & reliable operation of IGCC plant facilities under JIGPC in Jazan, Saudi Arabia.
    Nature & Scope
    The Jazan IGCC is the world's largest IGCC and ASU facility producing 2100 MMSCFD syngas, 18,000 MT/Day Oxygen and 4 Gigawatts of power. Facilities and assets include; residue gasification, acid gas clean up (Rectisol), soot ash recovery, sulphur recovery (Claus & Scot), combined cycle power plants, materials handling systems, hydrogen recovery, air separation, water utilities systems and waste water treatment facilities.

    The role will sit within a multidisciplinary engineering project team under the supervision and guidance of the project Technical Lead whilst reporting directly to the Project Manager.

    ENGINEERING DUTIES AND RESPONSIBILITIES:

    You will provide electrical systems engineering technical input and leadership across the following:
  • Lead in the provision of engineering evaluation & determinations, issue technical direction & guidance, and oversee inspection & quality assurance initiatives for all electrical systems & equipment.
  • Ensures correct system component selection by EPC and product quality is in line with company and industry standards and supplied by approved vendors.
  • Lead in the provision of engineering support & guidance during the construction & commissioning of the plants. Maintain accurate document control and monitor quality assurance initiatives.
  • Lead in the development of detailed engineering specifications (including calculations) for the procurement of electrical systems components and equipment. Experience in reviewing all EPC design documents related to high and low voltage systems.
  • Lead in the provision of engineering input for development and future maintenance of electrical systems & equipment standards, procedures, best practices, inspection contracts, and contractor selection guidelines.
  • Provide engineering support for troubleshooting and test activities for new and existing electrical systems affected by the project activities including reviewing installations & perform commissioning on feeders and its subsystem (GIS 380 KV) and troubleshooting DC systems such as UPS and battery Chargers.
  • Work with the site engineering team to maintain a relationship with the local inspection bureau, maintain relevant statutory, regulatory, technology standards, and code information consistent with JIGPC plant operational objectives. Establish & maintain compliance with all company and local regulations. Maintains product and company reputation by complying with these regulations.
  • Ensure compliance with Project Technical Specifications, International Standards, and OEM procedures and specifications.
  • Execute appropriate project development and project management activities (including scope, budget, schedule, execution strategies, risk plans, cost collection / reporting, etc.) for the execution of project electrical activities.
  • Prepares product reports by collecting, analyzing, and summarizing information and trends. Provides timely engineering information to EPC and to project and company management by answering questions and requests for information and status updates.
  • Preparation and follow-up on Punch Lists. Raise Punch items, provide clear description of the gaps and the requirement to close those gaps and assist the EPC in meeting the requirements to deliver successfully.
  • Developing design modifications for Power Generation & Distribution and associated Protection Schemes, Motors and Generators, Frequency Conversion Plant and Equipment, Transformers (Regulators/Rectifiers), Switchboards and Switchgear.
  • CANDIDATE REQUIREMENTS
  • Engineering Degree (BSEE / BEng preferred) with > 10 years of relevant experience in chemical / refinery / gas plant maintenance / inspection / engineering / commissioning.
  • Experience in Front End Loading and Detailed Design engineering project development through to construction and commissioning.
  • Knowledge and application of industry codes and standards applicable to Oil and Gas and Refining Industries (API, ISA, NEC / IEC, NFPA, ASME, etc.) and preferably also Saudi Aramco standards and working practices.
  • Experience in leading and guiding teams of experts with the ability to review and comment effectively on technical documents such as narratives, procedures, data sheets, drawings and line diagrams as well as following and marking up of electrical drawings is essential.
  • Solid experience in protection relays, UPS, converters, Battery chargers, High Speed Transfer Switches.
  • In-depth experience in testing & commissioning of all Power System components (HV, MV, LV) including step-up/step down transformers.
  • Expertise of Power management systems (PMS) and Power System Automation (PSA) design, implementation and commissioning including the applying of final settings for Protection Relays.
  • Essential knowledge in power cable selection, routing including raceways, trunk, duct and tray work installations. Knowledge of associated drawings and approval of drawings and associated standards.
  • Candidates should possess demonstrated troubleshooting and problem-solving skills, and an ability to think logically and systematically in an efficient manner.
  • Emphasis placed on safety, teamwork, and aptitude toward challenging work. Skills related to outage planning, organization and communication are highly desirable. Good interpersonal and teamwork skills with the ability to communicate clearly and effectively throughout all levels within the organization.
  • Proficiency in English speaking and writing is essential.
