    Responsibilities:

    Develops, manages, and/or executes all estimating activities for one or more of the large, most complex and demanding projects.

    Leading, Managing and planning for all estimating tasks and resources.

    Ensures that all estimate team members are tasked and allocated correctly according to their skills specialty and area of expertise, that all team members apply company estimating practices, techniques, processes, and procedures, and apply company policies and assigned project/program practices and procedures.

    Feasibility, concept, schematic and detailed design cost planning and estimating, Bills of Quantities preparation and Pre-Tender Estimates, Value Engineering, Monthly Cost Reports, tender services including preparation of Instruction to Tenders, Appendix to Tenders, Particular Conditions, tender analysis, negotiations and recommendations, contract document preparation, attendance of design and commercial meetings etc.

    Guiding the commercial and financial management functions
    Monitoring financial performance, financial analysis (including trend analysis) and preparing project performance reports and recommendations for the executive team

    Developing bid cost estimates for the specified deadlines for submission and managing the bid calendar to ensure that company is complying with its commitments.

    Developing and supervising implementation of and adherence to the commercial management plan, subcontract management plant and project risk management plan.

    Ensure Bid / Delivery Team are aware of tender scope and inclusions in tender packages. Critically examine and review estimates prepared by team members.

    Monitoring, reviewing, and keeping relevant parties informed on the timeliness, cost, revenue, risk, progress and performance of the project.

    Works directly with project/program management in the management of all project/program estimating staff, manages all estimate deliverables, interviews, and approves all project/program estimating staff, establishes minimal estimating staff requirements, presents all estimate deliverables to project/program management and Client staff on behalf of the project/program.

    Receive, review request for proposals and prepare GO/NO GO documents for management approval.
    Liaison with client representatives regarding project budget and value manage different construction methodologies and alternative designs options.

    Reviews contractual documents and contract modifications to determine the reasonableness of estimated probable cost and verifies that all risk and contingencies have been appropriately applied.

    Quantifies the impacts to contract cost as a matter of contractual commercial terms and conditions of a contract.

    Identify risks and opportunities in design and tender documents and explore alternatives to ensure the targeted project margin is met or exceeded.

    Prepare and monitor the bid strategy and overseeing the procurement and commercial structure/framework for the project.
    Developing and monitoring the subcontractor and supply agreement process

    Evaluating business improvement opportunities and making recommendations to reduce costs, increase productivity, improve economic value-added and increase earnings before interest, taxes and amortization.

    Ensuring compliance with company policies and procedures in relation to legal, financial and administration matters - the standard of internal control and policies.

    Setting direction and providing clear and timely feedback to direct reports on their performance.
    Attend the Pre-tender and post- tender meetings and discussions
    Prepare the cost comparison for the proposed VE proposals
    Together with the proposal team, facilitate the responses to client s proposal clarification requests.
    Provides management, guidance, and direction, to all estimated team staff assigned to the project/program.

    Requirements:

    Degree qualified:
    BSc, BEng in Civil or equivalent
    Minimum of 10 years experience with 5 years being in a similar role
    Excellent written and spoken English language skills.
