    Job Summary

    :

    Responsible for the total managing of Foreign Military Sales (FMS) programs which involve the continual development, planning, coordination, implementation, and monitoring of all requirements/programs for the Royal Saudi Air Defense Forces. Tasks the logistics, engineering, training, and transportation efforts behalf of the Royal Saudi Air Defense Forces, which have extensive programs and financial relationships with government and non-government activities. Responsibilities includes providing input data or developing information for procurement planning, documents, forecasting for operating programs which have frequent, major, and substantial changes, and monitoring program authority to include coordination price and availability, funds control, and reprogramming, and analyzing current and projected funding requirements.

    This position is located in Saudi Arabia.

    Assist in the development. Preparation, negotiation, and implementation of plans, terms of reference, agreements, and memorandums of agreements between the U.S. and the Royal Saudi Air Defense Forces. Establishes and maintains liaison with the various Department of the Army (DA)/Department of Defense (DOD) agencies involved in matters relating to program planning, logistical management, and related program management activities of the Royal Saudi Air Dense Forces FMS cases. Provides and interprets program policy, establishes methods and procedures for analysis of program problems and difficulties, and provides guidance and assistance to mission organizations and assistance to mission organizations for expediting appropriate action, assessing impact of program changes, and incorporating program changes as necessary to fulfill program requirements.

    Reviews and analyzes program activities. Formulates plans for the conduct of the studies as required. Develops studies or portions of the studies for which data are available. Studies and analyzes data from FMS cases, correspondence, reports, program, and logistical plans. Participates in weapon system program planning and program management reviews. Establishes priorities and furnishes advice and assistance as required to resolve problems and assure continuity and integration of all program elements. Provides guidance on new and revises polices, schedules, add other changes in program objectives.

    Basic Qualifications:

    Knowledge of Foreign Military Sales Programs

    Program management qualifications

    Knowledge of Air Defense Systems

    Minimum of five years of Foreign Military Sales (FMS) experience

    Ability to prepare, negotiate, and implement plans, terms of reference, agreements, and memorandums of agreements.

    Able to provide procurement planning and forecasting.

    Must have a current secret clearance.

    Preferred Qualifications:

    At-least 3 years of living as an expatriate.

    Required Education:

    Bachelor of Science Degree or 8 years of relevant experience or an associate degree or 12 years of relevant experience. Attended a Program Manager or Leadership Course.

    Requires expert or mastery level knowledge of work area, typically obtained through advanced education combined with experience.

    May have deep knowledge of project management. Advanced knowledge of related disciplines within work area and ability to identify links and potential impact on projects, programs or systems.

    Typically requires:

    A University Degree or equivalent experience and minimum 10 years prior relevant experience, or An Advanced Degree in a related field and minimum 7 years' experience Engineering/Other Technical Positions:
