About the Role

The Contracts Engineer position is a senior-level role responsible for the comprehensive management, preparation, review, and administration of contracts for engineering projects, with a specialized focus on dispute resolution and compliance within the Kingdom of Saudi Arabia (KSA). This role requires in-depth expertise in the Government Tendering and Procurement Law (GTPL) and a strong command of both Arabic and English. The Contracts Engineer plays a pivotal role in ensuring that all contractual activities adhere to legal, regulatory, and industry standards, directly impacting project success and risk mitigation.

Key Responsibilities

• Prepare, review, and negotiate complex engineering contracts, ensuring full compliance with KSA regulations and GTPL requirements.
• Manage the entire contract lifecycle, including drafting, evaluation, execution, amendment, and close-out, with meticulous attention to detail and legal accuracy.
• Provide expert guidance on contractual matters to project teams, senior management, and stakeholders, particularly regarding dispute avoidance and resolution.
• Analyze and interpret contract terms, identifying potential risks, ambiguities, and opportunities for improvement, and recommend appropriate mitigation strategies.
• Lead and coordinate the resolution of contractual disputes, claims, and variations, including preparation of supporting documentation and participation in negotiations or arbitration proceedings.
• Ensure all contract documentation is maintained in accordance with organizational policies and regulatory requirements, facilitating audits and compliance reviews.
• Liaise with legal counsel, government authorities, and external parties to ensure alignment with current laws, regulations, and best practices in KSA.
• Develop and deliver training sessions or workshops on contract management, GTPL compliance, and dispute resolution for internal teams.
• Monitor changes in relevant legislation and industry standards, proactively updating contract templates and processes as needed.
• Support procurement activities, including tender preparation, bid evaluation, and vendor selection, ensuring transparency and fairness in line with GTPL.

Required Experience & Skills

• Minimum of 7 years of progressive experience in contract management, administration, and dispute resolution within engineering or construction sectors, preferably in KSA.
• Advanced knowledge and practical application of the Government Tendering and Procurement Law (GTPL) and related KSA regulations.
• Fluent in both Arabic and English, with the ability to draft, review, and negotiate contracts in both languages.
• Demonstrated expertise in managing contractual disputes, claims, and variations, including experience with arbitration and mediation processes.
• Strong analytical skills for interpreting complex contract terms, identifying risks, and developing effective mitigation strategies.
• Excellent communication, negotiation, and interpersonal skills, with the ability to interact effectively with diverse stakeholders, including government officials, legal counsel, and project teams.
• Proficiency in contract management software, document control systems, and standard office applications (e.g., MS Office Suite).
• High attention to detail, organizational skills, and the ability to manage multiple contracts and deadlines simultaneously.
• Familiarity with procurement processes, tendering procedures, and vendor management in large-scale engineering projects.
• Strong ethical standards and commitment to compliance, transparency, and best practices in contract administration.

Qualifications

• Bachelor's degree in Engineering, Law, Business Administration, or a related field (Master's degree or relevant certifications such as Certified Professional Contracts Manager (CPCM) or equivalent are advantageous).
• Formal training or certification in contract management, dispute resolution, or procurement law is highly desirable.
• Proven track record of successful contract administration and dispute resolution in the KSA engineering or construction sector.
