Project & Development Services - MENA

JLL Project & Development Services (P&DS) MENA provides consulting, design, management and build services to tenant and owners, leveraging technology and digital solutions to drive outstanding service delivery.

We bring a life-cycle perspective to our clients, from development solutions to our core services in programme, project and cost management and consulting in digital solutions, tenancy management, sustainability, leisure & entertainment, and workplace & design.

Role Purpose
We are looking for a Procurement Director for our P&DS team.

This role will be working on a major mixed-use development in Riyadh, Saudi Arabia, responsible for managing JLL's procurement of goods and services, in particular, the procurement of construction contractors for the project.

What this job involves
Lead and manage JLL's procurement of goods and services, particularly, the procurement of the construction contractors to undertake the construction of multi-billion projects
Manage and direct the procurement team to ensure the procurement process are carried out satisfactorily, timely and in line with the Client's requirements

Develop and implement procurement strategic approach to suit specific requirements of the project and ensure team's objectives are met and goals are efficiently and timely completed.

Identify cost and time saving opportunities for the Client and JLL
Monitor trends in the marketplace to identify opportunities and threats that may affect the Client and JLL
Research and identify vendors/suppliers that has the capacity to provide best quality goods and services at the most competitive prices
Utilize and embed JLL best practice tools and processes including the use of technology to support delivery.
Oversee and manage the overall performance of the procurement team
Develop, stablish, and maintain healthy business relationship with the Client, vendors and suppliers.

Oversee and manage the compilation of procurement and tendering documents, participate in the review of tender returns, participate in contract negotiations and award of contracts (if required).

Detailed weekly and monthly reporting on procurement status to senior management
Attend meetings with the Client, vendors and other stakeholders
Ensure compliance with statutory requirements, laws and regulations related to procurement
Ensure the procurement team perform the services consistent and in line with JLL's business and ethical standards

Desired skills and experience for this
Bachelor's degree in Engineering, Business Management or similar relevant field
Minimum 25 years experience in the field with demonstrable management experience in mega projects, procuring multi-million/billion contractors - PMC / Consultancy experience is preferred
Strong knowledge of contracts and construction industry standards and practices
Excellent leadership and management skills and the ability to manage client's demands and requirements; assertive and with strong disposition
Extensive knowledge of the market, current prices and fair rates for goods
Proficient in procurement software (SAP Ariba or similar software)
Exemplary multitasking and organizational skills
Ability to work in a fast-paced environment and with a strong sense of urgency
