Parsons is looking for an amazingly talented Procurement Manager to join our team The Procurement Manager will closely work with the Commercial Director and will drive all procurement functions and activities including purchasing, expediting, supplier data control, supplier quality, vendor engagement and negotiations for a large public sector utility client.

Accountable for all procurement and contract services for the organization and responsible for managing the procurement for materials and services


What You'll Be Doing:


  • Contribute to development of procurement strategies and yearly plans that align with the organization's goals and objectives.
  • Coordinates procurement activities with clients, project management, and other departments within the organization. Consult with business units to lead centralized sourcing and procurement which includes working with the internal stakeholders from initial need identification to final service delivery to meet stakeholder requirements. The process includes strategic sourcing including localization, negotiation, contracting, delivery expedition, and performance management and improvement.
  • Participate in establishing and maintaining Procurement Department policies and procedures, working closely with client leadership. Ensures compliance with the Company's business ethics policy and with the conflictofinterest Policy.
  • Ensure that the procurement process complies with all relevant legal and regulatory requirements, such as environmental and labor laws.
  • Coordinate with internal stakeholders such as program managers, procurement, and finance departments and external stakeholders such as suppliers, contractors, and government agencies.
  • Identifying potential suppliers and building relationships with them to ensure a steady supply.
  • Negotiating contracts with suppliers for the best possible prices, delivery times, payment terms and other key conditions.
  • Monitoring supplier performance and ensuring that they meet the agreedupon standards for quality, delivery, and responsiveness.
  • Identify opportunities to improve procurement processes and implementing changes to increase efficiency and reduce costs.
  • Develop and recommend partnership agreements where supplier quality and performance are consistent and evaluated with Company and client requirements.
  • Offers training in procurement policies and best practices, as needed, to the assigned procurement personnel.
  • Reviews work produced by subordinates to ensure that applicable codes, standards, and procedures are followed, and that quality of procured items meets or exceeds requirements.
  • Manage outsourcing process and agreements based on staffing requirements as per company and project needs. Monitors staffing requirements and expenditures within budget constraints.
  • Develop and maintain good relationships with suppliers, contractors, service providers, and other partners, to ensure the efficient and smooth running of road and drainage operations.

What Required Skills You'll Bring:


  • Bachelor's Degree in Engineering / Business Administration or Economics with 15 years of diversified experience in all phases of procurement activities on large Infrastructure PMC or O&M projects, including managerial experience.
  • Extensive experience in all aspects of procurement.
  • Proven track record in delivering a cost efficient, quality orientated and time sensitive procurement service across all business functions.
  • Comprehensive knowledge of industry business practices and the negotiation of prime contracts.
  • Broad general technical and project management background.
  • Proficiency in written and spoken English. Arabic an advantage.
