Senior Learning Designer (C2FS)
EXPERIENCE AND EDUCATION:
Essential Qualifications/Experience:
3+ years of professional experience in delivering training to adult learners
Experience with:
Working in projects in the C2FS domain, particularly working to meet deadlines and delivering products within budget
Designing and developing learning solutions and courseware
Industry standard training development models such as ADDIE or SAT
Relevant and recent experience in NATO with C2 and FS systems and operational procedures
Desirable Qualifications/Experience:
Attended Functional Area Services Operational Usage Overview Course (NCIA Course 9045)
Qualified in any FAS System Administrator course (INTEL-FS or LOGFAS or TOPFAS or NCOP System Administrator: NCIA Courses 9064, 0255, 0264, 9049, 9050, 9051)
Qualified in any C2 System Administrator course (e.g. NCIA Course 0273, 1000, 1001, 1006, 1007, 1012, 1014, 9006 or 9007)
Qualified in any of the FAS User courses (LOGFAS Fundamentals Operator - NCIA Course 0254, or TOPFAS SAT, OPT or CAT User Courses NCIA Courses 0266, 0265, 0267)
Qualified NATO CIS Technical Instructor (NCIA Course 0970)
Attended one of the following courses at NATO School Oberammergau: NATO Operations Planning Process (NSO Course ID S5-54 or S5- 45), or NATO Logistics Planning process (NSO Course ID M4- 160)
Prior experience of working in an international environment comprising both military and civilian elements
Knowledge of NATO responsibilities and organization, including ACO and ACT
Experience in providing instruction on technical subjects to both non-technical personnel as well as technical specialists
Experience with:
On The Job Training (OJT)
Conducting Training Needs Analysis
Online and blended learning technologies
Authoring and development tools such as Adobe captivate, Articulate Storyline
Learning Management Systems such as Moodle, or ILIAS etc.
AGILE ways of working
DUTIES/ROLE:
Act as a Subject Matter Expert in the Command and Control Functional Services (C2FS) domain
Work closely with NCI Academy Subject Matter Experts and the Senior Learning Advisor to articulate C2FS specific training needs and solutions for audiences in the NATO Command Structure, NATO Force Structure, NCIA, Nations and Partners
Work closely with internal and external stakeholders to design learning solutions and coordinate the development all C2FS specific courseware in the appropriate training methods
Work closely with the Learning Advisor to develop training related sections of Project Proposals and Capability Programme Plans (CPPs)
Design instructional methods such as interactive exercises, instructional videos, web-based courses, micro learning etc. to support the most effective and efficient learning environment in conjunction with instructors
Coordinate the development and maintenance of C2FS specific learning content, including but not limited to topics as:
User training on NATO Business software applications (C2 and Functional Services)
Technical training on installation, configuration and maintenance of NATO C2 systems and Functional Services
C2 fundamentals on all domains (Air, Land, Maritime, Common and BMD)
Interoperability between C2FS systems
Training solutions, both instructor-led and self-paced, for classroom, online, and blended delivery methods
Maintain relationships with all C2FS related stakeholders in the NATO enterprise to stay abreast with C2FS related developments
Maintain, design and customise learning materials, resources and documentation to deliver agreed outcomes
Articulate requirements for the C2FS specific training systems and collaborate with the NCI Academy Technical Capability Support (TCS) Section to ensure the appropriate training infrastructure is in place
Conduct periodic reviews/revisions of course content for accuracy, completeness, alignment, and currency (e.g., course control documents, examinations, schedules of instruction, and course descriptions)
Recommend revisions to curriculum and course content based on feedback from previous training sessions and/or new capabilities
Coordinate training changes with all stakeholders involved and specifically with NCIA Service Owners and C2FS User communities
Work closely with NCI Academy instructors and the Quality Assurance Group to assess student performance and review cohort performance
Support training delivery, if required
