    Background:


This project represents the third phase in a strategic partnership focusing on promoting surveying works and geospatial capabilities, and a myriad of actions and products stemming from these two areas of work.

The key objective of this intervention is to maintain provision of advisory services in developing the national capacities for effective geo-spatial surveys, generating the national geo-spatial data infrastructure, generating multi-purpose knowledge from such surveys to efficiently boost national efforts in achieving the key directions provided by 2030 Saudi Vision, as well as promoting the national implementation of the Sustainable Development Goals (SDGs).


This position will be responsible for Implementing and Managing Geospatial-Database in GASGI-Technical Departments, analyze complex problems and make recommendations to solve them, establishing geodata management systems and the implementation of geospatial information data driven reporting.


The General Authority for Survey and Geospatial Information manage the work in the field of surveying, map production, geographic information, and marine.

They're planning to implement a new system to manage the knowledge transfer internally in which employers share their skills, information, experience, or ideas with other departments or other individuals in a business.

Therefore, The biggest challenges with knowledge transfer.

Uncertainty, errors, work environment culture, employee mindset, and risk of knowledge loss when employees leave, and new ones need an introduction to tasks.

Where a high rate of turnover implies that companies spend an inappropriately high amount of time on introduction and knowledge transfer which is a waste of time if the knowledge sharing is not done properly in the first place.


Duties and Responsibilities:


  • Provides advice to departments on proposed knowledge transfer programs by program design and management.
  • Provides training, knowledge transfer and exchange for employees, ensures professional development of the Authority's employees.
  • Analyzing the risks of the skills needed for workers in projects and activities to ensure their validity.
  • Setting clear goals for the time needed to transfer knowledge for each project and activity to achieve clarity, and a sense of empowerment to receive projects from the implementing companies.
  • Establishing a mechanism to measure the success of knowledge transfer and linking its success to the authority's ability to receive and operate projects and activities.
  • Collaborate with stakeholders to implement best practices for knowledge transfer.
  • Support the continuous support of the staff of the Authority to enhance capacity development through the transfer of knowledge of projects and activities
  • Improving knowledge management strategies and transferring knowledge to the Authority's projects and activities

Competencies:

A.Institutional Arrangement

The Knowledge transfer specialist is consulting the manager of Knowledge and innovation under his request. Knowledge transfer specialist has a dual reporting line to Dr. Eng. Sahil Alalmai

(regarding assigned technical requests) and to the Executive Director of Knowledge and innovation (in general).

B.Duration of the Work

  • The expected duration of the assignment is expected to be 6 months with the possibility of extension.
C.Duty Station

  • The assignment will be in Riyadh, Saudi Arabia. As His/her QA/QC activities will be implemented within the General Authority for Survey and Geospatial Information (GASGI)
  • If unforeseen travel outside the consultant's homebased city is requested by UNDP and not required by the Terms of References (ToR), such travel shall be covered by UNDP in line with applicable rules and regulations and upon prior written agreement. In such cases, the consultant shall receive living allowances
