Position Overview:

Provides technical direction and manages a team of planning professionals and technicians on large projects or studies, involving the development of plans for the utilization of land and physical facilities of the city of JCPDI.

Responsible for the technical excellence of the tasks and analyses performed, regulatory compliance, and for on-schedule completion within or below budget in accordance with contractual obligations.

Assists the Project Manager in preparing Project Management Plans, Project Control Statements, and Quality Control files for annual QA project audits.

Planning Manager would be responsible for planning, scheduling, progress forecasting and project coordination. Performs a major role reporting contractual responsibilities of JCPDI Contractors planning, scheduling and progress performance.

Monitors advise and Project Department managing in planning, scheduling and reporting matter - collecting, evaluating and forecasting data as requested.


Major Activities Performed:

  • Identify any areas that need improvements within the organization and projects
  • Conduct market research and analyze market and industry trends
  • Conducting research and data analysis to inform business decisions
  • Create reports regarding strategies for review by senior management, department's manager and director
  • Keep track of the effectiveness of strategies and make changes when necessary
  • Developing strategic plans and assessing company performance
  • Research competition to identify threats and opportunities
  • Assess the company's operational and strategic performance
  • Align processes, resourcesplanning and department goals with overall strategy
  • Educate the management in making effective decisions
  • Construct forecasts and analytical models
  • Develops and monitors project schedules, depicts the sequence of events, dependencies, and interfaces with other projects to clearly illustrate the strategy of the program to meet the requirements of the Projects Department Responsibility Assignment Matrix (RAM).
  • Develops major milestone activities from the project schedules or Projects Department RAM to monitor the operation of the work and the interrelationship with milestones for design, engineering, and procurement.
  • Reviews analyze and recommend approval or disapproval disposition of contractor's detailed schedules, including manpower loading.
  • Analyzes inputs and identifies areas where requirements are not being met, bringing any scheduling problems to the attention of the Project Section Manager with proposed solutions. Identifies potential contract changes and develops appropriate logic schedules.
  • Develops trends and forecasts designs contract progress, relative to major milestone activities, and provides input to Monthly/Quarterly Progress Reports.
  • Utilizing information from the Projects Department RAM and contractor submittals prepares to schedule presentation materials as required by the Project Section Manager.
  • Reviews and assists in resolving and processing claims, back charges, invoices.
  • Performs other duties as assigned by the Manager of the Project Management Department.

Education/Experience:


  • Bachelor's degree from one of the following fields Civil/Structural/Mechanical Engineering from a Western University.
  • Minimum 15 years of experience in the fields of Strategy Planning
  • Leadership, management, program/project management, strategic planning and performance management certification are preferred.
  • Experience with planning and scheduling of project activities particularly using computerbased scheduling software such as Primavera PS (Oracle's Project Management Application), Microsoft Project or similar programs is required.
  • Expert knowledge in the use of Microsoft Office products, including Access, Excel, Word and PowerPoint is required.

Skills/Competencies:


  • Excellent command or oral and written English.
  • Demonstrated ability to function effectively in a team environment with colleagues and subordinates of multiple ethnicity and cultural backgrounds.
  • Experience in Design & Construction of large scale Building Projects.
