Saudi Arabia Parsons Limited (SAPL) are looking to a recruit a
CORPORATE PLANNING AND DEVELOPMENT MANAGER for the Jazan City for Primary & Downstream Industries (JCPDI).

This is a critical and strategic role which will be based in the highest office of the Program and will report directly to the CEO.


As this major Economic City develops into 2023 and beyond, we require an individual with specialist insight towards the delivery of the Royal Commission at JCPDI (RC) Vision and its Priorities, ensuring that these are captured in strategic and overall business plans and in line with established guidelines from the Royal Commission.

The role will drive the preparation of work programs for capital development, service improvement initiatives, performance indicators and other deliverables.

The success of this role will depend on the incumbent's ability to:

  • Manage multiple projects and thrive in a high-performance organization.
  • Communicate at a senior manager level.
  • Prepare and present accurate and reliable reports containing findings and recommendations.
  • Quickly learn and use new skills and knowledge brought about by rapidly changing technology.
  • Perform a wide variety of duties and responsibilities with accuracy and speed under the pressure of timesensitive deadlines.
  • Demonstrate integrity, ingenuity and inventiveness in the performance of assigned tasks.
  • Communicate effectively both orally and in writing, with the public and other employees.


We seek applicants with direct experience and credentials in Leadership, management, program / project management, strategic / corporate planning and performance management.

Exposure to the development of major projects and programs is essential along with the ability to demonstrate the strategic vision required in the overall success of future projects and the city's expansion.


Any applicants must:

  • Be both bachelor's degree
    (studied full time in classroom at a WESTERN UNIVERSITY) and master's degree qualified in either Business Administration, Finance or Civil / Structural Engineering.
  • 15 years professional experience in the field of strategy formation, economic viability and business planning with exposure to the planning and development of major capital projects and programs ideally within government sectors.
  • Have developed experience in spatial planning and urban / neighborhood developments.
  • Experts in Strategic Planning processes.

Further key skills required for this role include:

  • Leadership, influencing and negotiation skills.
  • Highly developed team working and interpersonal skills.
  • Successful mechanisms and approaches to mentoring individuals.
  • Highlevel competency and knowledge in written and spoken English.
  • Excellent written and oral communication and presentation skills.
  • Highlevel proficiency and experience in using MS Office Products including Excel and PowerPoint
