In support of this, Raytheon Saudi Arabia (RTNSA) has established a strategy that includes identification of indirect and direct localization and offset projects to fulfill industrialization participation agreements entered with the General Authority for Military Industries (GAMI) and gaining approvals of associated project plans to enable future RTX contract awards in KSA.

To that end, RTNSA has established a long-term industrialization strategy for localizing GEM-T production and sustainment.


Job Summary:

RTNSA is seeking an experienced Associate Director to lead the execution of its in-Kingdom GEM-T operations to include the fulfillment of existing and new production contracts and oversight of industrialization projects in KSA.

The role will establish and implement new and tailor current Raytheon Missiles & Défense (RMD) processes, and recommend necessary project management tools and resources, to enable the successful planning and execution of the GEM-T projects that are the responsibility of RTNSA to complete.

The role will work closely with functional resources in KSA, Middle East and North Africa (MENA) Region and US based mission areas to optimize project execution success.

This person will form a close working relationship with the RTNSA CONUS GEM-T Industrialization Program Manager responsible for the execution of the GEM-T Canister and Final Assembly Integration & Test (FAIT) industrialization projects.

This role will partner with the CONUS GEM-T Industrialization PM and provide all in-Kingdom support and leadership required for project execution.

For the GEM-T 250-Lot contract, this role will manage the production integration of locally manufactured canisters and FAIT to fulfill All Up Round (AUR) deliveries to RSADF.This role will be required to establish close working relationships with the RTNSA Localization/Offset team, RTNSA Global Supply Chain team and the RMD Land Warfare & Air Défense (LWAD) Mission Area GEM-T product line organization.

This role will be required to develop a working relationship with KSA Agencies:
GAMI & Saudi Arabian Military Industries (SAMI), military end user community, local KSA suppliers and various in-Kingdom stakeholders.

Responsibilities include coordinating with the CONUS GEM-T execution IPT on production performance and AUR deliveries of all current and future GEM-T contracts in KSA.

This role will be the in-country program manager for all GEM-T contracts and will coordinate with the RSADF Projects Directorate and Missile Assemble Disassembly Facility (MADF) leadership to facilitate contract fulfillment.

This position is in Riyadh, Saudi Arabia reporting directly to the RTNSA Managing Director. This position will require a willingness and ability to perform periodic travel to U.S. and lead a multidisciplined, multi-cultural and geographically distributed execution team.


Responsibilities to Anticipate:

  • The RTNSA GEM-T Operations Manager will report to the RTNSA Managing Director and will be responsible for the success and performance of the GEM-T industrialization programs that enable RTNSA to fulfill its Industrialization Participation Agreements (IPA) associated with GEM-T.

The specific duties of this role include:

  • Provide leadership, management, and direction to the program team. Execute the strategy, provide governance, and lead risk management for the KSA GEM-T production contracts and related industrialization projects. Drive results by governing and maintaining the programmatic and performance management policies, plans, program controls and procedures needed for program execution. Manage and execute project management activities to ensure contract and subcontract requirements are delivered on-time and within budget ensuring effective and efficient risk management, production, quality assurance, and schedule controls. Protect RTNSA's commercial position and deliver the appropriate financial return from programs; Identify, establish, and mentor KSA suppliers as necessary to support program execution success and long-term objectives. Establish and maintain effective relationships with a broad range of stakeholders including managers, customers, and key partners and suppliers whether in the US, KSA or other international locations.
