Position Summary


Jubail is one of Bechtel's most remarkable achievements—a city built from the sand up, requiring vast resources and logístical planning on an unprecedented scale.

It the biggest civil engineering project in modern times—and it's getting bigger.

Bechtel has managed the Jubail project, located in the Eastern Province of Saudi Arabia, since it began in the mid-1970s.

Bechtel serves as the Management Services Contractor (MSC), or "owner's representative" for our client, the Royal Commission (RC).

We are the Engineering, Procurement, and Construction (EPC) managers, managing design submissions from local AE firms, and overseeing the actual construction work being performed by local contractors and sub-contractors in Jubail and Ras-Al-Khair Industrial Cities.

In June 2021, Bechtel's contract with the Royal Commission was renewed for another 5 years with work focusing on building new residential communities, iconic buildings/ bridges, major site preparation, commercial buildings, mosques, schools, hospitals, sports facilities, clinics, universities, utility services and infrastructure (electrical sub-stations, lift stations), roads and highways, port & pipeline expansions, and more.

The work location for this position is at Ras-Al-Khair which is located about 90 KMS north of Jubail Industrial City. You will be required to commute Jubail - Ras-Al-Khair - Jubail daily using the available transportation facility /shuttle bus service. The accommodation will be provided at Jubail Industrial City.

Major Responsibilities:


SUMMARY:


Responsible for cost engineering, cost estimating, cost analysis/control, and planning/scheduling activities for a small to medium size project, or for discipline/project/proposal estimating or staff planning activities that require a high degree of technical skill and experience.

Directs cost estimating, analysis, and control activities and schedule development, maintenance, monitoring, impact identification, and recovery plan development activities. Directs the preparation and presentation of on-project estimates and cost forecasts. Supports project organizational and administrative activities. Provides generally non-routine cost engineering/planning and scheduling guidance. Identifies, analyzes, and provides innovative solutions to cost engineering and planning/scheduling problems.

A. Supervision Received

  • Reports to and receives technical and operational guidance from functional Project Controls management.
  • Receives operational direction from Project /Program Manager.

B. Supervision Exercised

  • Provides technical and operational direction to assigned personnel.

C. Contacts

  • Continuing contacts with project managers; project team members; Engineering, Procurement, and Construction Management; client Section Managers, Directors and GMTA.

ESSENTIAL JOB DUTIES:


  • Responsible for effective execution of Project Controls programs on an assigned project in accordance with Bechtel Group, Inc., Client Direction & Project Controls Dept. Procedures.
  • Reviews and approves Earned Revenue Determination Data, Proposal Financial Summaries, Project Financial Status Reports, and Charge for Project Working Capital calculations for assigned projects.
  • Plans staffing needs for assigned projects.
  • Reviews contract drafts to ensure they include adequate cost and scope definition and meet Project Controls requirements. Coordinates development of all data in support of negotiations.
  • Prepares, coordinates, and directs Project Controls presentations to Bechtel and client management, as required.
  • Participates in the development and training of assigned personnel and in the implementation of onthejob and classroom training programs.
