Position Summary:

Jubail is one of Bechtel's most remarkable achievements—a city built from the sand up, requiring vast resources and logistical planning on an unprecedented scale. It the biggest civil engineering project in modern times—and it's getting bigger. Bechtel has managed the Jubail project, located in the Eastern Province of Saudi Arabia, since it began in the mid-1970s. Saudi Arabian Bechtel Company (SABCO) serves as the Management Services Contractor (MSC), or "owner's representative" for our client, the Royal Commission (RC). We are the Engineering, Procurement, and Construction (EPC) managers, managing design submissions from local AE firms, and overseeing the actual construction work being performed by local contractors and sub-contractors in Jubail and Ras-Al-Khair Industrial Cities. In June 2021, Bechtel's contract with the Royal Commission was renewed for another 5 years with work focusing on building new residential communities, iconic buildings/ bridges, major site preparation, commercial buildings, mosques, schools, hospitals, sports facilities, clinics, universities, utility services and infrastructure (electrical sub-stations, lift stations), roads and highways, port & pipeline expansions, and more.

Work Location: Jubail & Ras-Al-Khair. (Ras-Al-Khair is located about 100 KMS north of Jubail Industrial City. You will be required to commute Jubail - Ras-Al-Khair - Jubail using the available transportation facility /shuttle bus service. The accommodation will be provided at Jubail Industrial City).

Major Responsibilities:

• Develop an annual Project Training Plan by department based on needs assessment. This would cover both Bechtel's and the customer's employees.
• Prepare, deliver, facilitate, monitor, evaluate and document training activities.
• Manage the Training Program:
• Track and enforce the compliance status of corporate mandatory training requirements.
• Develop an annual Project Training Plan based on needs assessment by department.
• Schedule, plan and implement on project training courses for both mandatory and departmental training including bringing non-project instructors to site.
• Conduct soft skills classes as required such as Ethics, Records Information Management, etc.
• Prepare quarterly/annual training reports for the Management and client.
• Assist in managing the Saudi National College Hire Rotational Program including resolving employee issues, coaching participants on performance and organizational issues, planning and implementing "migration" of staff to move into regular full-time positions.
• Assist in managing the Saudi National Leadership Development Program.
• Manage the Knowledge Transfer Program for the client including training events, Bechtel University induction and courses approved for client use.
• Coordinate and facilitate the Employee Engagement/Upward Feedback Meeting activities on the project.
• Organize, develop or source training programs to meet specific training needs.
• Provide policy guidance on training matters.
• Handle logistics for training activities including venues, equipment, catering and liaising with other Bechtel Offices.
• Responsible for managing the effectiveness of the Orientation/induction for all new staff.
• Prepare Power Point presentations as and when required.

Other Duties and Responsibilities:

• Provide ad hoc support to Program Manager, Business Services Manager and client when requested.
• Perform all other duties as assigned by HR Manager, Business Manager and Program Manager.

Qualifications and Skills:

Essential Technical:

• Bachelor degree from an accredited college or university.
• At least 12 to 15 years relevant experience in training, coordinating, developing and managing training programs in a multi-national organization.
• Experience in maintaining lessons learned program.
• Experience in assessing skills gap, developing a training plan and or coordinating training classes to deliver the training plan.
• Experience in facilitating training classes.

Additional Qualifications:

Preferred Technical:

• Experience in managing training budgets.
• Ability to prepare reports and documents for senior management.

Preferred Behavioral:

• Multi-tasking co-ordination skills while introducing, implementing, executing and conduct professional training.
• Strong leadership skills and proven ability to lead a team effort & make independent decisions and a good trouble shooter.
