- Execute capital projects according to the scope scheduleand budget.
- Perform complex technical andadministrative tasks relative to the Design and coordination ofspecialized controls and instrumentation systems.
- Provide the technical input and review of the designconstruction precommissioning commissioning and startup offacilities.
- Responsible for projectdevelopment: engineering studies technical bid reviews preliminaryengineering detail designs materials procurement constructionprecommissioning handover commissioning and startup.
- Review and provide input to the Functional Specificationfor PCS and Field Instrumentation that fully comply with ThisCompany standards and specifications.
- ManageGeneral Engineering Services (GES) design contractor activitiesduring the development of PreFEED & FEED including definitionof project work scope and schedule requirements. Development ofdetailed estimate leading to funding appropriation andapproval.
- Be familiar with internationalprocedures of Projects Phases Engineering Phases Bidding proceduresProcurement Processes Construction Requirements and uptodate BestPractices.
- Full understanding of contractdocuments (inclusive of appendices drawings and specifications)project execution plan interface management change managementconstruction sequencing standards specifications and projectschedule to support project manager and/or company representativein timely completion of projects.
- Participatein developing Instrumentation & Process Control deliverablesand others such as BDs SLDs P&IDs ILDs ISDs ISS C&Ediagrams HAZID HAZOP SIL simulations control narrative energyoptimization startup plans etc.
- Provide designinput in the identification sizing selection and procurement offield instrumentation including control valves.
- Attend Factory Acceptance Test (FAT) of the ProcessControl System and resolve any technical issues prior to shipmentto site.
- Conduct Site Acceptance Test (SAT)and Integration Site Acceptance Test (ISAT) for all Process ControlSystems and resolve any technical issues that arise.
- Perform change order scope definition cost estimation andassist the Project Manager or Company representative in the changemanagement process.
- Review weekly and monthlyreports on the status and progress of the contracts includingproject costs and schedule. Attend project meetings e.g. progressstakeholders design review plot plan value improvement.
- Review of project schedule coordinate and monitor theassigned project progress and challenge below par performance ofthe contractor.
- Perform Project Reporting andimplementation of company initiatives during projectexecution.
- Provide routine Instrumentation& Process Control (design and construction) support tofacilities.
- Develop and/or review testing andcommissioning procedures for Instrumentation & Process Controlequipment especially in the facilities.
- Willingness to permanentlyrelocate to Dhahran Saudi Arabia.
- Bachelors degree inElectrical/Electronics/Instrumentation Engineering from arecognized and approved program.
- Minimum offifteen (15) years of experience in the refining and petrochemicalindustries with a specialization in Instrumentation & ProcessControl.
- Five (5) years of field experience inconstruction precommissioning commissioning startup andoperation.
- Engineering Design &Construction phase experience with a thorough knowledge ofengineering practices and economic principles in the applicableInternational Codes Standards and Specifications.
- Expertise in specific control & instrumentationdisciplines such as Advanced Process Control (APC) DistributedControl Systems (DCS) Programmable Logic Controllers (PLC)Supervisory Control and Data Acquisition (SCADA) Emergency ShutdownSystem (ESD) etc.
- Dynamic attitude towardsproject improvements and savings PMP Certification is desirable butnot mandatory.
- Flexibility to work inmultinational teams and mobilize to different locations includingremote areas as needed.

Job Summary
We are seeking an experienced Engineer who is specializedin Instrumentation & Process Control to join our ProjectManagement team (PMT). This Company Project Management Teams areresponsible and accountable for the delivery of best in classcapital projects. PMT is directly involved in executing andmanaging assigned projects safely on schedule within budget and tothe highest standards of integrity and compliance. This willinvolve engineering design procurement and construction of varioussizes ($) types and complexity of small medium tomultibilliondollar mega projects. Project Management Team managesand executes projects usually from multiple site offices orengineering contractor design offices geographically scatteredthroughout the Kingdom of Saudi Arabia. The primary role is toensure that engineering design procurement construction and projectcompletion is done in compliance with the project objective andcontractual requirements i.e. project schedule cost HSE companystandards and procedures. The role also involves review studydesign and construction of grass root and brown field refining andpetrochemical facilities.
