    Role Purpose

    Provide an Executive advisory role working closely with the Delivery team and interfacing with the Developer (Proponent) and Sector leads to increase the certainty in delivery outcomes for the City Infrastructure, Assets and Neighborhoods to be constructed. A member of the Executive Management team for Delivery of the Line, working closely with CPO, COO and CFO. Through an Operational Performance lens, provide governance around decision making forums and strategic reviews for the Delivery team and stress test their key decision making. Attend business reviews, design, procurement, safety, sustainability, risk, schedule and cost plan reviews as required. Executive responsibility for Delivery interface with the Development team and Sector leads.

    Role Overview and Responsibilities:

    • To review the construction, procurement, and execution plans, as required by the CPO, to

    ensure solutions meet the expectations of the Projects strategic objectives.
    • Attend business reviews, design, procurement, safety, sustainability, risk, schedule, and cost

    plan reviews, as required by the CPO.
    • To develop the Projects best practice solutions and ensure these are shared implemented

    and maintained across the Projects business.
    • To work closely and interfacing with the LINE Proponent (Owner and Developer) and Sector

    leads, to align the objectives and outcomes for the successful construction solutions of the

    City Infrastructure, Assets and Neighbourhoods.
    • Ensure the right governance around decision making forums and strategic reviews for the

    Projects team and stress test key assumptions and decision making.
    • Responsibility for Projects key interface with the LINE Proponent team and Sector leads.
    • Work with wider SLT in ensuring construction / procurement are executed as per strategic

    objectives.

    Review Process

    • Drive to process to ensure high quality completed work delivered by work area teams seeking NEOM approvals. Lead 'dry runs' for internal approvals and external presentations, to ensure accurate information is presented, checks and balances are in place and Executive Management is transparently informed.
    • Work with PMO in identifying and reviewing key risks which can impact delivery, including Known Unknowns and the like which can materially impact outcomes, beyond considerations from delivery teams.
    • Work across the Projects business and other key internal stakeholders to optimise collaboration between all teams. Optimise the use of 'limited internal experts' across work areas and benchmark decisions/ processes externally that are critical to project outcomes.
    • Work with Projects Senior Leadership Team to ensure delivery teams, for both City Infrastructure construction and for Asset construction & creation of Neighbourhoods is achieved according to Projects strategic objectives.
    • Support the Projects Delivery Team to help them drive operational excellence and improved productivity throughout delivery and embrace modern methods of construction. Lead strategic review initiatives as agreed with the CPO.

    Executive interface with LINE Proponent

    • Responsibility for leading interface with Proponent regarding the design development of all 'Assets' and their impact on City Infrastructure and logistics.
    • Ensure clarity on Projects design deliverables, timing, and cost plan budgets to align with delivery methodologies for Assets and Neighbourhood creation.
    • Ensure Projects design teams optimise building nett to gross efficiencies, to provide Development with more confidence of their Asset revenues.
    • Relationship focused to ensure transparency with Construction to deliver agreed outcomes and to continually enhance the client's confidence in the Delivery team.
    • Increase cost plan capability in the Delivery team, so that Projects can effectively support Proponent to design to an agreed cost plan with minimised re-design effort.
    • Ensure that Sustainability, HSE, modern methods of construction and buildability are front of mind in the Design and delivery of Assets.

    Pre-Fabrication / Design for manufacturing:

    • Support the 'Design for Manufacturing strategy' to enable local industries and capabilities to be established in KSA, embracing DfMA and Modern Methods of Construction principles.
    • Understanding the delivery strategy for 'City Infrastructure' and the 'Assets' and support a commitment to prefabricated solutions.
    • Work closely with the Projects team to determine what 'work packages' will be delivered using 'prefabricated' solutions including (3D Volumetric) and what will be delivered as (2D Flat pack).
    • Assist Procurement to help the Projects teams deliver DfMA / Modern Methods of Construction solutions, that may not be a traditional procurement method.

    Sector Leads:

    • Work closely with Sector Leads at an Executive level, as their interface with Projects, and to work with the LINE Proponent on Asset and Neighbourhood deliverables.

    Other Responsibilities:

    • Assist with the development of an 'increased diversity and succession plan' for key Delivery staff roles
    • Champion optimising existing capabilities within the Delivery team to ensure we are harnessing the talent within the existing teams.
    • Work with the logistics teams to ensure they are included in Operational matters in relation to how Assets, fit out and the like will impact how the Line will be transitioned from its delivery phase to operations post construction.

    Background, Skills & Qualifications

    Knowledge, Skills and Experience

    • Strong business acumen and the ability to understand and communicate the impact of performance metrics on the overall business.
    • Strong leadership and management skills to develop and lead a team of performance management and reporting professionals.
    • Proven know-how in developing quality assurance/efficiency and performance management processes and procedures.
    • Excellent communication and interpersonal skills, including the ability to effectively communicate with team members, local authorities, and the public.
    • Ability to work well under pressure and in high-stress situations.
    • Ability to build relationships, build credibility and trust quickly and be able to influence people (at all levels) both internally and externally.
    • Highly skilled in project management and contract administration, including research, development, and implementation of projects/programs, plus vendor, contractor, and user agency coordination.

    Qualifications

    • A Bachelor's degree (or higher qualification), or equivalent experience in business, finance, Engineering or a related field.
    • Strong understanding of performance management methodologies and frameworks (e.g. goal setting, performance review and improvement processes, etc.).
    • Proven track record of leading and implementing performance management and reporting initiatives.
    • Relevant Performance Management certification is a plus (e.g. CPMP, PMP, etc.).
    • Knowledge of English language either on native or fluent proficiency is required. Written report writing, form completion, and corresponding with various parties in clear and correct English is required.
