Position Summary:


Jubail is one of Bechtel's most remarkable achievements—a city built from the sand up, requiring vast resources and logístical planning on an unprecedented scale.

It the biggest civil engineering project in modern times—and it's getting bigger.

Bechtel has managed the Jubail project, located in the Eastern Province of Saudi Arabia, since it began in the mid-1970s.

Bechtel serves as the Management Services Contractor (MSC), or "owner's representative" for our client, the Royal Commission (RC).

We are the Engineering, Procurement, and Construction (EPC) managers, managing design submissions from local AE firms, and overseeing the actual construction work being performed by local contractors and sub-contractors in Jubail and Ras-Al-Khair Industrial Cities.

In June 2021, Bechtel's contract with the Royal Commission was renewed for another 5 years with work focusing on building new residential communities, iconic buildings/ bridges, major site preparation, commercial buildings, mosques, schools, hospitals, sports facilities, clinics, universities, utility services and infrastructure (electrical sub-stations, lift stations), roads and highways, port & pipeline expansions, and more.


Work Location:
Ras-Al-Khair

The work location for this position is in Ras-Al-Khair which is located about 90 KMS north of Jubail Industrial City. You will be required to commute Jubail - Ras-Al-Khair - Jubail daily using the available transportation facility /shuttle bus service. The accommodation will be provided at Jubail Industrial City.

Major Responsibilities:


The Chief Structural Engineer is a key member of the Royal Commission-SABCO's Engineering Department / Technical Support Core Team & Structural Group.


  • The Chief Structural Engineer assigns work, corroborates results and leads the Structural team to ensure thorough and timely reviews of structural engineering designs prepared by the client's design professional consultants.
  • Developing plans and schedules and conducting and coordinating each phase of structural engineering designs for infrastructure projects developed in house by the client.
  • Coordination across Engineering Core Group disciplines for identification of clashes, errors and omissions.
  • Develops and manages Structural Specifications, Design Manuals, Design Criteria, and Standard Drawings.
  • Ensures proper and efficient monitoring, management and closeout of design review comments during the design review process.

  • Receives functional direction and technical support from Bechtel Infrastructure GBU

  • Supervises the members of the Structural Team and provides regular performance feedback, career guidance and support.
  • Provides guidance, training, mentoring and transfers knowledge to Saudi National Engineers.
  • Receives direction on the Project from Manager of Technical Support Section, Quality Manager and Manager of Engineering.

Skills and Qualifications:


Essential Technical:


  • BS degree in Civil/Structural Engineering from an accredited college or university.
  • Chartered/Professional Engineer (or equivalent) with over fifteen (15) years experience in structural engineering including studies, detailed design, design management and design reviews of large multidisciplinary Infrastructure projects.
  • Minimum of five (5) years of design team leadership experience.
  • Possesses direct structural engineering design and calculations / analysis experience on building and infrastructure projects, particularly those framed with castinplace and precastprestressed concrete, structural steel, and reinforced masonry.
  • Significant experience in design review management and leadership of structural engineering designs for building
