    Role Purpose

    • Oversee the implementation, by EPM, of the Spine & Connector Project Health & Safety Management Plan.
    • Lead and manage the Health & Safety Team on The Spine & Connector project.
    • Manage effective Health & Safety support for The Spine & Connector project.
    • Manage competent, qualified and experienced Health & Safety resources to ensure effective advice and support to The Spine & Connector project throughout the construction phase.
    • Implement the Health & Safety Assurance Standards and ensure compliance in all Projects through the establishment of training & awareness programs, conducting internal audits, allocating the required recourses and establishing effective communication channels with Contractors, EPM, the Project Health & Safety Steering Committee & the NEOM H&S Leadership Team.
    • Manage an effective Health & Safety prequalification process for the assessment of Contractors, Vendors, and independent inspection agencies with regards to Health and Safety.
    • Develop and implement effective Health and Safety communication and engagement programs, involving all Project stakeholders.
    • Initiate Senior Leadership H&S Walkthroughs on a regular basis in line with the Spine & Connector H&S Strategy
    • Ensure that the Contractor and EPM develop a reward and recognition incentive program.
    • Ensure safety standards on all projects are maintained and aligned in accordance with the NEOM Health and Safety Assurance Standards.

    Key Accountabilities & Activities

    Key Responsibilities

    Responsible for setting the criteria to assess compliance against the Health & Safety Assurance Standards in The Spine & Connector Projects and ensuring that these standards are effectively met. This includes validation through audit, reviews, monitoring of agreed KPIs and effective action management and follow up. In addition, The Health & Safety Senior Manager has the following responsibilities:
    • Oversight of the implementation of the Contractors' Health & Safety Construction plans.
    • Ensure that Contractor has a robust Health & Safety Construction Plan.
    • Lead and manage the Health & Safety team for the execution of the works during all phases of the Project.
    • Evaluate the effectiveness of Contractor Health & Safety Plans and ensure that qualified Health & Safety managers and candidates are deployed by Contractors.
    • Approve Contractor Health & Safety Construction Plans, Health & Safety Audit Plans, and special procedures for critical tasks.
    • Approve EPM Health & Safety professionals.
    • Overview of the EPM Health & Safety audit plan.
    • Plan and execute regular Health & Safety audits for the EPM and Contractors.
    • Overview of the EPM H&S high potential lessons learned and best practice process.
    • Establish a proactive, innovative program for Health & Safety incident reduction
    • Identify and communicate risks that may have an impact on Health & Safety
    • Oversight of training programs to ensure all EPM and Contractor employees are properly trained.
    • Ensure EPM and Contractors effectively implement Neom Health & Safety campaigns, safety awareness sessions and promotional programs for the prevention of accidents.
    • Ensure suitable and sufficient resources are allocated by Contractors in relation to emergency preparedness.

    Background, Skills & Qualifications

    Knowledge, Skills and Experience

    • At least 15 years (with at least 3 years as a Senior Manager) H&S related experience
    • Preferred Middle East experience
    • Lead Auditor trained.
    • Knowledge of Incident Investigation and Root Cause Analysis techniques.
    • Leadership skills
    • Demonstrated knowledge of health and safety related legislation and international best practice with regards to heavy construction, including, but not limited to mobile plant and equipment, drill and blast tunneling works, work at height, excavations, confined space, temporary works and lifting operations.
    • Experience in developing safety training and compliance programs, including the ability to conduct and facilitate training as required.
    • Experience preparing the required Health & Safety reports and a demonstrated record of driving safety performance improvements.
    • Knowledge of loss control, risk management principles and job hazard analysis
    • Ability to apply principles of measurement and analysis to evaluate Health & Safety performance.
    • Must possess good presentation skills and be able communicate effectively with all Stakeholders

    Qualifications

    • University degree from an accredited university or NEBOSH Diploma or equivalent (NVQ5/ BSC Diploma).
    • CMIOSH or equivalent
