    Project Overview:

    Saudi Arabian Bechtel Company will provide executive project management consultancy services (including technical, commercial, and construction management) for the development of certain defined aspects of the NEOM Infrastructure in the Kingdom of Saudi Arabia.' NEOM is a planned cross-border city in the Tabuk Province of northwestern Saudi Arabia. The site is near the Red Sea and the borders of Egypt, and Jordan. It will cover a total area of 26,500 km2 (10,200 sq. mi) and will extend 460 km along the coast of the Red Sea.' NEOM will be the home and workplace to more than a million residents from around the world. It will include towns and cities, ports and enterprise zones, research centers, sports and entertainment venues, and tourist destinations. As a hub for innovation, entrepreneurs, business leaders, and companies will come to research, incubate, and commercialize new technologies and enterprises in groundbreaking ways.

    Job Dimensions:

    • Develop, implement and coordinate safety and fire-prevention programs.
    • Review contractors written safety/fire prevention programs for realistic acceptability based on the work performed under each contract.
    • Direct safety personnel and develop subordinates to maximum potential for advanced manning requirement. Maintain current knowledge of all applicable S.A.G. standards and regulations.
    • Review daily surveys of contractors' operations to ensure compliance with the Royal Commission and Saudi-Arabian Bechtel standards. Maintain working relationship with Project management, client and Industrial Security Department.
    • Conduct accident investigations, assess causes and formulate recommendations for positive remedial action. Administer through recommendation and information the Construction Safety Manual.
    • Conceive, formulate and monitor a factual and dynamic safety program designed to achieve the highest degree of protection against personnel injury, occupational hazards and property damage.
    • Ensure all SABCO contractors follow project activities, procedures for attaining highest standard in safe working conditions, timely arrest of unsafe working methods.
    • Advise the Manager of Construction on accident trends and potential and recommended adequate control measures to preclude re-occurrence.
    • Advise managerial personnel of safety program, progress or unresolved safety problems. Implement and update filing system on all safety-related matters.
    • Attend Construction meetings
    • Support the project in the management and execution of 6 sigma initiatives.
    • Plans staffing needs for assigned projects. Performs financial reviews for constructability, reviews and approves Annual Reports, salary planning and bonuses.
    • Participates in the development and training of assigned personnel and in the implementation of on-the-job and classroom training programs.
    • Conducts performance reviews and career counseling.
    • Maintain liaison with GBU functional management to coordinate workload and staffing plans, work processes and procedures

    Technical:

    Essential Job Duties:

    • College/University degree in a subject relevant to engineering, construction or safety from an accredited college or university with minimum 10-15 years' experience in construction industry.
    • Bechtel experience preferred.
    • Requires demonstrated supervisory skills, commensurate with management level responsibility.
    • Requires demonstrated skill in using independent judgment to make decisions affecting the ES&H department as well as interface departments.
    • Supervisory experience essential.
    • Have proven experience in the planning, monitoring and review of safe systems of work, risk assessments and control systems such as permit to work processes.
    • Requires experience in management of construction managed projects within the Kingdom of Saudi Arabia
    • Proven experience with working with contractors as part of construction managed, delivery partner projects.
    • Ability to lead incident investigations as required to identify causal factors, root causes and corrective and preventative actions.
    • Ability to lead management system audits consistent to ISO 14001, 45001 OHSAS

    Behavioral:

    • Skilled in working with and informing effectively orally and in writing regarding all commercial matters
    • Experience in managing and/or providing technical oversight of safety and/or health subcontractors or consultants.
    • Must be able to demonstrate experience of implementing all aspects of Construction ESH Management.
    • Must be able to demonstrate excellent communication and interpersonal skills to explain ESH related work processes and standards to all levels of the organization.
    • Manage the ES&H Team providing coaching, career development and support as required to ensure an effective succession plan.

    Preffered:

    Technical:

    • Experience in management of construction managed projects within the Kingdom of Saudi Arabia, specifically with the Royal Commission for Jubail
    • NEBOSH Diploma / Chartered Membership of IOSH or other recognized certification scheme preferred (or similar internal recognized ESH certification).
    • Implementation and maintenance of the project ESH Management System in line with ISO 14001, OHSAS 18001 / ISO45001. Lead Auditor Certification in one or all ISO standards
    • Knowledge of safety procedures, engineering systems, principles, and methodologies.
    • Knowledge of national and international safety laws/regulations and regulatory agencies' processes and responsibilities, industry standards/practices for safety and health compliance,
    • and best management practices for minimizing potential safety risks during project execution.
    • Knowledge of engineering and construction systems, methods, and work processes.
    • Knowledge of construction planning, estimating, procedures, and execution.
    • Experience in managing and/or providing technical oversight of safety and/or health subcontractors or consultants.
    • Experience in safety inspections/assessments during construction.
    • Knowledge of hazardous materials and physical risk exposures and Personal Protective Equipment standards as well as People Based Safety (behavioral safety) processes and procedures.

    Behavioral:

    • Self-motivated individual with good leadership skills and experience and the ability to influence without authority.
    • Ability to manage priorities and take on additional evolving responsibilities with demonstrated experience providing direction/supervising a team.
    • Ability to work within an integrated RC/Bechtel team at multiple levels from site worker level to Project Manager level
    • Demonstrated ability to influence key stakeholders to make critical decisions where required.
    • Ability to work within a culturally diverse organization, recognizing and respecting differences
    • Able to communicate effectively when delivering presentations to diverse groups from senior managers to workers in the field, cognizant of the different learning abilities to ensure key messages are effectively received.
    • Support use of innovation as part of overall problem solving, candidate should ideally be a Six Sigma Black Belt
