    Your Impact

    • The Director of Stakeholder, Permits and Consents will be responsible for delivering the objectives of the XCS Stakeholder, Permits and Consents Strategy and Management Plan, including
    • Defining the approach to Project stakeholder management through the Stakeholder Management Strategy and Plans.
    • Supporting the program in engaging with key strategic stakeholders on behalf of the program and the XDS partners for permitting and consents.
    • Structuring and supporting engagement with external stakeholders in full alignment with the program.
    • Chairing the stakeholder cross-XDS working group.
    • Verifying the effective implementation of stakeholder management within the program/project teams.
    • Collating monthly stakeholder update report and escalating significant stakeholder issues to the XCS Leadership Team and the program as necessary.
    • Closely coordinating and collaborating with the XDS teams to provide the needed internal Project and external strategic stakeholder support.
    • Working closely with the program Regulatory Entitlement and Affairs (REA) Team to structure engagement and communications with external stakeholders including entities, such as third-party advisers.
    • Owner of all relevant functional requirements, standards, strategies, policies, plans and processes/procedures and best practice developed during the XCS establishment process.
    • Recommends improvements to department procedures and develops and implements updates within area of expertise as needed to XCS baseline. Oversight of Functional Managers in updating standards and procedures manuals for the disciplines (from the baseline created at XCS establishment).
    • Supports XDS plans and helps to define strategic and financial goals to determine the resources required to achieve them. Directs effort to support the acquisition and retention of those resources.
    • Owner of the stakeholder, permits and consents functions of all reporting requirements at a city-wide level. Supervises the preparation of these requirements within the approved plan.
    • Maintains/controls operating budget as presented by the program management. Ensures performance within overhead budget.
    • Participates in review of all major proposals and initiatives affecting the disciplines. Supports pre contract and business development efforts as required, serving as technical consultant. Provides technical consultation to the program and XDS management as needed.
    • Monitors the quality and progress of functional disciplines, ensuring that production requirements are satisfied. Works closely with XDS leadership to resolve any existing or forecasted problems related to discipline staffing, quality of work, schedule performance or productivity.
    • Ensures compliance with all laws and regulations applicable to the assigned disciplines. Ensures compliance with corporate policies.
    • Actively participates in and promotes the quality improvement programs. Audits projects to ensure compliance with ISO 9001 and NQA-1 requirements.
    • Keeps abreast of current technology germane to disciplines. Participates in professional organizations; makes presentations at meetings and seminars (internal and external). Supports Professional licensing, technical papers in professional publications and supports accreditations.
    • Coordinates department's activity with pertinent external groups, such as regulatory agencies, as necessary.
    • Oversees the functional managers within XCS. Recruits, interviews, and evaluates prospective employees. Hires, offers personnel development, conducts performance evaluations, counsels, takes corrective action, as required, and approves terminations. Ensures that new employees receive orientation on company policies and procedures.
    • Plans, directs, and manages the annual salary increase budget within the constraints of corporate policy; approves all salary actions, monitors actual increases against budget throughout the year; approves hiring/termination recommendations; reviews and signs annual performance reviews for Functional Managers. Provides technical training and career development for all department employees.
    • Performs other responsibilities, such as participating in corporate working groups, associated with this position as may be appropriate.

    Here's What You'll Need

    4-year degree in Engineering (or related field) and 20+ years of related work experience, including significant managerial experience of a large group of senior discipline leads and technical support personnel. Professional registration with active professional membership is required. MBA or related MSc degree desirable.

    Requires extensive knowledge of functional best practices, processes and current trends, with expert level knowledge and experience of at least one of the defined sub-disciplines and a strong level for the others. Strong working knowledge of ISO Quality Management Systems Standards. Experience of and proficiency in analyzing situations in business terms, i.e. ROI, cost per unit, etc. is also desirable for role.
