    Scope:

    • Oversee,track, and update large complex projects, including the processflows, critical path, business rules, data models, businessrequirements, performance indicators/ business intelligence,etc.
    • Providesupport to the project team and Ministry partners to complete andmanage all required aspects of the project includingdocumentation.
    • Workwith project team to ensure successful delivery for the PublicSafety Radio Network (PSRN)project.

    Deliverables:

    • Supportsthe Deployment team, and the larger branch, by conducting businessanalysis; developing use case modeling; conceptual and logical datamodeling; business rules definition and non-functional requirementsdefinitions for assignedprojects.
    • Developsprocess flows and guides, documents roles and responsibilities formultiplestreams.
    • Tracksand documents data from project information (i.e. user equipment,service readiness) using multiple business intelligence tools(Visio, Excel, PowerBI,etc.).
    • Developsdashboards/ reports/ scorecards (etc.) to support project reportingand conducts analysis in order to provide insight to variousaudience levels; including regular input and updates to the ProjectManagers, project Sponsors, Executive Sponsors, and Agency orPartnerlevels.
    • Leadsand conducts business analysis in order to assess and developprocess flows, roles and responsibilities and system inputs in sucha way that technology solutions can be determined, or businessprocesses can be developed/ optimized,etc.
    • Developsstrategies, business cases and cost-benefit frameworks, conductingfeasibility studies for business I&ITinitiatives.
    • Developsperformance measures for business analysis and presents to adiverse group ofstakeholders.
    • Hostsproject meetings/ working sessions with teams, managers, andstakeholders.
    • Providesfeedback, advice, project updates and encouragement to teammembers.
    • Managesdeadlines and pushes the team to ensuretimeliness.
    • Supportsthe PSRN Program by proactively identifying, communicating, andmanaging multi-faceted client-facing risks and issues to deliver asuperior customer service experience and to support efficient andeffective projectdelivery.
    • Interactsdirectly with ministry clients, business partners, and project teammembers to develop and maintain strong ongoing relationships,always looking for opportunities to improve clientsatisfaction.
    • Creatingor supporting the development/ updating of project artifacts,associated documentation, Briefing Notes, Change Requests,Contracts, Request for Bid (RFBs),etc.
    • Mentoringjuniorstaff.


    Requirements

    MandatoryRequirements:

    • Atleast 7 years of experience in businessanalysis.
    • Atleast 3 years of demonstrated experience involved with large scalepublic safety radio, telecommunication infrastructure projects, oritprojects.
    • Allroles procured are required to be cleared through the contractorsecurity clearance process of theops.

    • In-depthknowledge of, and direct experience applying, advanced businessanalysis tools, techniques, and methodologies to large-scale,complex, high-valueprojects.
    • Leadershipaptitude: able to operate tactically and strategically, buildingrelationships within the team and with keystakeholders.
    • Excellentcommunication and organizationalskills.
    • Problemsolver: ability to quickly identify and analyze risks, issues, andproblems, develop mitigation options and make appropriaterecommendations forresolution.
    • Experiencefacilitating effective meetings; creating and maintainingassociated documents including minutes, action items, raci charts,risk logs, critical path,etc.
    • Superiorconsultation, negotiation, and relationship management skills; ableto create a positive teamenvironment.
    • Proficiencyin creating and managing business intelligence documents usingstandard productivity and collaborative tools - ms project, visio,excel, sharepoint, powerbi, etc. - developing/ assessing processflows, and establishing/ reviewing/ updating key performanceindicators(kpis).
    • Strongpresentation, data visualization, reporting writing skills; canclearly and succinctly identify an issue/ opportunity, linkages,alternate approaches, and rationale to generate stakeholderbuy-in.
